I've got an 85 900 turbo also. I have a "just high" idle condition I can not get rid of. I disconnected every port on the manifold and plugged them, did all the same things you did including the O2 sensor disconnect and still I can't get it down. The only think I can think of is its in the throttle body itself. I'm waiting on spring for that. There are a lot of us with 85s that have the same problem. I've looked in the throttle body and I can't imagine its a problem with the plate but maybe a seal or like others said maybe its the tps binding.
I do know that if the car is warmed up and its cold out and I let the car sit for an hour so the core temp is still up but the throttle body is nice and cold, the car idles at about 650-700. I figure its there in the TB because after the car runs for 5 minutes again the idle goes up. Just enough time to warm up the throttle body and exagerate any gaps.
