There were various changes in different years, so knowing the year helps. Also if it is a US or other market, as different countries got different engines at different times.
If the solenoid chatters when the ignition is on, it could be a few things:
First - check all the wiring connections. A bad or corroded connection can cause it. Unplug and plug the APC connector a few times. There are two wires - make sure the black one is connected to a good ground - remove the ground, clean it, and replace it. Make sure the other wire makes it to the APC box OK.
The 'hot' wire on the APC goes through a vacuum switch on the left front fender. This drops the system into base boost if the cruise control is engaged. Check those contacts. Heck, jumper them together and see if that fixes the problem; if so, the vacuum switch is bad.
Depending on the year, it could be a bad pressure sensor and/or knock sensor, also.
