...over my last several years, I have noticed that the number one reason for poor performance after a head replacement is malalignmnet of the cam gears. Everyone swears they got it right the forst time, and everyone seems to be off by one tooth. Might I also suggest rechecking your camshaft gear alignment in the chains? It is easy, just pull your valve cover and place the engine at TDC.
Soak the lifters you have in Diesel, Chevron Techron, Gunk, Marvel Mystery Oil, etc whilest occasionally pressing on them to work the springs. I bet they will free up given time and effort. Then prefill them with oil and replace them in the head. If not, and you are having trouble finding lifters, please E-mail me. I happened to strip some off of a car yesterday before I read your post. They came out of a dirty engine, but they seem to have spring and lack scratches or signs of wear. I would however use them only as a last resort given the engine they came out of.
Finally, I would discuss these issues on the performance BB, as the guys there dwarf my understanding of all things engine. I guarantee several of them have gone through what you are describing right here.
