The splines/circlip are in there dry; with time, they get rusty enough to hold on too tight to come free easily. My earlier suggestion imparts a force radially to the shaft, which is what breaks her free.
Unfortunately, you don't have this luxury. And there isn't much room in there to bang on the shaft. If it were me, I'd do some more PB Blaster, fit your prybar, and hammer on it in hopes that you can deliver to the splines/circlip a sufficient impact force to break them free. 3# hammer would be nice here. Worst case scenario would be pulling the rad and going at it with a slide hammer.
