94 TC won't even turn over when warm

I am having an intermittent problem with my 94 turbo cvt.
It starts great, and runs well 95% of the time. The other 5%, when I turn the key, I can hear a faint click (and the backing lights turn off), but the engine does not turn over.
This only seems to happen when it is warm (i.e. it didn't happen all winter), and after the car is driven, but sits parked for 1-2 hours. Seems to be more often after sitting in traffic, vs cruising the highway.
I actually had my voltmeter quickly available when it happened to me last night. The battery was reading a fairly healthy 12.5V. It started fine after I left the hood open for ~5 minutes.
The other times it has happened, I have been able to get the car started by jump starting it with another car (I didn't try just waiting with the hood open).
At this point, I've pretty much decided that it isn't the battery and charging system since the voltage is correct when the car is on, and when it is in this condition.
There seem to be several other directions I can look (supply/ground wire condition, starter solenoid, other relays?).
Can anyone suggest the direction I ought to head my investigation?
