Take a multimeter and measure resistance between pins 2-1 on the switch. It should be very low ohms (1-2 ohms) with the throttle closed. As the throttle is just brought off the idle (throttle closed) position, the circuit should open. If not, loosen the screws and rotate the body of the switch so that happens. You usually hear a 'click' when the switch opens and closes. If at no point can you get those pins to make contact (or break contact), then the switch is defective. Make SURE you've got pins 2-1; it's printed on the body of the switch.
Just to check the full throttle operation, measure the resistance from pins 2-3. It should be an open circuit at closed throttle, and remain open until the throttle butterfly gets to 72 degrees - basically, just before wide open throttle. You don't have to sweat if it's 72 or 71 - just that it opens near WOT.
The adjustment is made at the idle position. Since the switch is designed to be adjustable, putting in a new one (or replacing an old one) requires adjustment.
