What that tells me is that the switch needs adjustment. Loosen the screws, and rotate the switch until the 1-2 pins show continuity with the throttle closed. The switch is based on the throttle butterfly position. If the switch isn't adjusted correctly, it can show open (off idle) even though the throttle is closed.
If you can get pins 1-2 to show continuity no matter how you rotate the switch, then I'd assume the switch is bad. But it is most likely just not adjusted correctly.
This ASSUMES that the base idle is set correctly. There is a little screw that sets how closed the throttle plate can go. If that's set way too high, you'll get a very high idle, and you may not be able to adjust the throttle switch enough to show closed (because the throttle butterfly really isn't.) The other thing to check is the dashpot. That's the little disk-shaped doohickey with a spring on it. It's job is to catch the throttle arm as you take your foot off the gas, and ease it down to idle slowly. Otherwise the throttle snaps shut, and the engine doesn't like that. The dashpot is adjustable. I've seen dashpots adjusted too far out, and they set how closed the throttle plate is, not the idle adjust screw.
