It is my understanding that only some CIS systems were outfitted with the W.U. regulator fuel enrichment system during boost. It wasn't just SAAB that used it, but Volvo and others. If you do have that system, the w.u. regulator will have a port/nipple on the unit side with a vacuum hose attached. On the front of the unit is another port, meant as an atmosphere vent. I happen to have one (not intalled at present, but I did have it on my previous 8V engine), but I don't know for sure how it would fail. It is a diaphragm operated unit, so that might mean if the internal diaphragm membrane ruptured, then air would flow freely through that port to the front atmosphere port, similar to a ruptured vacuum advance unit.
I'm guessing you had your head resurfaced when you did the gasket replacement. Did you also have any valve work done? Kept the original valves and seats? A head of that vintage would have had considerable valve seat wear and damage. Even if you cleaned up the metal surfaces of corrosion - without a good regrind or lap job, the wear pattern and contact surface pitting would be enough of a problem to eventually cause that torch effect described by SWEDECAR. I recently did some head work on my 16V. A little porting, and I also did what I thought was a good cleaning and polishing of the valve and seat contact surfaces. When I had the head resurfaced (without the valves in place), the tech called me and warned that I would have valve and compression problems if I didn't either replace the valves and seats, or do a proper valve regrind or lap. I elected to do the lap myself using a fine grinding paste and a modified sanding bit for a hand drill (two way 3M tape applied to the rubber bit surface so the drill cold rotate the valve with a constant pressure and even speed). The result was a success, based on the leak-down test I performed after the valves were reinstalled. Visually, the contact areas were smooth, even and pit free. It's been over 2000 miles since the job and all's well.
