I understand that it is a CIS system, but do you know for certain you have the boost assisted warm up regulator? Again, it has the port on the side of the unit, with a vacuum hose attached which connects to one of the throttle body ports, or on the intake manifold. A non-boost assist regulator will not have that side port. There is also a port on the face, usually with a short rubber hose attached to it. That port is just for atmosphere venting. As far as the test goes, I don't know for certain the unit is working or not if you can't draw or blow air freely through the side port. I've taken my unit apart to see how it works, and the only thing I took from that observation is that if the membrane is secure, I can only assume the boost feature works.
