Here's where my experiences with these cars reaches a limit. Does the 91 throttle body have an idle screw? Maybe it's open too far. Also, because the 2.1 has the larger intake runners, it's easier for a set volume of air to make it into the engine, especially at low rpms. Do you also have the 91 ECU box? If not, then the older control box might be directing that cold start idle, thinking it's still the 2.0 head/intake runners. I say all that because when I swapped an 86 16V engine into a 82T chassis, keeping the CIS fuel and electronics from the 82 (CIS system), plus the 82 throttle body, the first thing I noticed once the engine started was the high idle, and then a too lean running once warmed up. So I had to richen the fuel air mix while lowering the idle. Then once the engine warmed up and the O2 sensor took over control of the fuel air, it ran perfectly. Normal gas milage too. Then I upgraded to a 2.1 head with intake manifold from a 91 n/a and the same thing happened at startup - high idle and too lean. Once again I adjusted the richness and reset the idle. In both cases it had to do with the ease with which the engine pulls in air at low rpms. Perhaps there is a similar situation going on with you, even though the control is more electronics. There's still a physical aspect - the larger intake runners and head capacity.
