Are you certain the noise is even across all the valves? Since head noise is mostly the lifters slapping hard against the valve stem from lack of oil inside the lifter, that would indicate an oil pressure problem with the head if across all 16 lifters. If you have just one dying lifter, it may sound as if it's across the entire valve train if you don't know what to listen for and how to listen. All of them making noise simultaneously would be very obvious to most ears. I just replaced all the lifters in my 92 16V head, so I know that clatter sound well. You may also have an oil pressure problem at the pump, which would effect the entire engine, including the head. Has the head been worked on recently? Perhaps one or more of the cam bolts were installed incorrectly. That would starve a lifter from necessary oil and cause the noise.
