It happens that I also have a 9000, 89 turbo.
22 mpg around town is about what I get without overboost. Don't believe the level of boost would affect gas mileage.
I never tried to over-ride the boost limit, even though I believe Saab has built in sufficient safety margin to protect the engine; I just never felt the engine to be inadequate. I lived in Calgary for two years and there is a stretch of long uphill run coming back from Banff along Highway 1 (TransCanada Highway) where the highway has been widened from two lanes to 3 (one way) to accommodate the uphill. Invariably, every car, including those hugh, macho monsters runs out of steam along the stretch and invariably my 9000 turbo simply flew past them without even breathing hard. The turbo is nothing short of being amazing.
