OK, this is based on the '89 non-turbo that I owned, so it might be a little different...
You found the fan switch on the radiator, upper-right corner. Do the fans run when you jumper this? If so, the fan timer relay would seem to be working.
The fan timer is mounted by itself, pretty much outboard from the air filter housing. The steel stiffener sorta makes a chamber forward from the wheel housing. That's also where the EVAP charcoal canister & the EZK ignition controller are mounted. The fan timer is the same size as the relays in the fuse box, but it's mounted by itself in that forward area.
The coolant temperature sensor for the ECU is screwed into the head, right between the middle 2 runners of the intake manifold. It has a blue plastic electrical connector. This would have nothing to do with controlling the fans.
There's a small sensor in the front of the head, sorta forward & under the thermostat housing. It's got a 1-wire electrical connector. That's the sender for the temperature gauge & doesn't control the fan.
The temperature switch in the upper radiator hose is also unrelated. That one shuts off the air conditioner if it gets too hot.
