The internal voltage regulator (VR) can be purchased for less than 40 dollars and can be replaced without removal of the alternator. Armed with the correct tool (an offset screwdriver, which costs $1.50 at a hardware store) you could probably replace it yourself in under 1 hour.
You should absolutely try to do this before assuming the alternator is shot. It's very unlikely that the alternator is bad. It's either a worn-out voltage regulator or perhaps the main ground wire on the alternator has broken.
Maybe your mechanic has already inspected your ground wire & voltage regulator and concluded that they're in good shape. If that's the case then it makes sense to think that the alternator is the problem. But I think it's more likely that your mechanic is suggesting the repair that's most profitable to him.
It's common to replace worn voltage regulators & alternator ground wires. It's uncommon for the alternator to fail.
