Only 12 gallons after the light is on? or when the fuel gauge registers empty? Don't know why if it is the former. As to the latter, just a quirk of the gauge system. My 83 900T would take less than 11 when the gauge registers empty. I use the trip meter to measure my remaining fuel. By the way, for 83, the tank holds 16.6 gallons.
