That is the craziest ECU failure I have ever heard of. Normally, the ECU fails in such a way that the fuel pump & injectors WON'T work - I've never hard of a scenario where they're stuck "on." Can you tell us more about where the gas was leaking from? Normally, there is no way for gas to ever get out of the engine! Sounds like you may have some other leak, unless somehow the cylinders actually filled with gas and it started pouring out of the intake. That's seriously scary business...
1989 ECUs are generally known to not be very reliable, but I'd venture to say you may have some other electrical problem somewhere... You're probably gonna wanna start with replacing the ECU, but assuming that gets the car running again, you need to keep looking for other problems.
