There are two places where a bolt must go.
"on top" which Bentley calls the adjusting screw...which locks the adjustment movable slot and the fixed slot together.
"down low" which is called the "pivot bolt" and there is a rectangular hole in this fixed bracket and it seems the carriage bolt could be fitted in back there.
This is where the eye on the threaded adjusting seems to go (again the pics are poor)
Or does it go the the "on top" bolt?
I can find absolutely no way to slip the "carriage bolt" in behind the bracket for the adjusting screw (on top). It seems there might be room for a nut back there. (yes? no?) IF the movable adjusting bracket (the one on the pump) fits on the outside of the fixed slot (the one on the engine). If the moving slot goes *behind* the fixed one (an earlier presumption on my part) there will be little or no access for the nut.
