I can't really see a reason for low fuel level and osccilating idle but then again I still haven't seen all the problems that a Saab can produce.
Maybe the fuel pump is on the brink of giving up and it is laboring too hard to keep up the fuel pressure when low.
Since it is a 90 900 it also have the new style Walbro pump with a different kind of system to fill the fuel basket. The pressure line is used to create a suction and that will drag fuel up into the basket. The return line is also used to keep the basket full.
It might be something going on with that but the only way to look into it is to remove the pump unit or maybe take a amp ripple test using a milli amp clamp and a labscope to see if the brushes and commutator is worn.
The idle control valve is also known for starting to act up in the manner you describe when it goes bad.
It's very important that no vacuum leaks are present in intake system and that the throttle body is cleaned out and base idle adjusted perfectly.
Since you say that engine dies when pinching off AIC hose, that means the base idle isn't adjusted perfectly or that the throttle body is gummed up with dirt.
With pinched off AIC hose you should have an idle of about 500-600 rpm but not higher or lower.
