As mentioned, it is a pulse ratio meter. He was using an analog type. One can use a digital DC voltmeter if the meter has a "duty" or "pulse duty" function. What this function does is measure the percentage of time that a voltage is present vs. the time it is not present. The voltage in this case is 12 VDC. For your saab, the voltage would normally be on for 50% of the time, 50% of the time off when the O2 sensor is controlling correctly. The 12VDC voltage is turning on and off every 1/70th of a second (70hz). How long the voltage is on during that 1/70th of a second is what is being measured. The voltage you are measuring is the on and off voltage going to the pulse frequency valve which you hear "buzzing" near the air filter area.....
