a dash pot would be a good case to keep the idling high, but how high are we talking about ,1100,1300,1600,2000 rpm`s it would help to know.
on cars with ac, the idle is set high to deal with a faulty dash pot,
and would kill the motor if a hard boost was dropped, (if you put your finger on the spring end and press, if the plunger is hard its bad)
but if the idle was set to compensate the bad dash pot it would only be around 1100 to 1300, if your pegging anything higher than that i would suggest something else, the base boost can be related to faulty grommets that are in the intake manifold (where vac.lines run to motor)
faulty grommets within the intake would not let the motor decompress in the morning and would allow the boost to escape, but this would only run the rpms around 1500 to 1700,
a faulty or misaligned throttle sensor would run the idle up to 1500 to 2000 rpms.
idle hunting can point to a vac leak all the other stuff looks like you replaced.
