you could run 12v to the washer pump directly... and see if it runs, that way you will know if the pump itself works.
you can work on the car without worrying too much about the airbag, just make sure you disconnect the battery and wait at least 30 minutes before mucking about with it. it is easily removed with two torx screws from behind if youre concerned enough. do a search on it, there are lots of posts about clockspring/airbag removal.
you can also check the function of the switch by using a voltmeter and see if the wires at the pump are getting power. don't forget to have the ignition on when you check that however. using an ohmmeter on the wires between the switch and pump will tell you if there are any shorts in those as well.
just a couple of ideas to check. i don't know if there is a relay in the washer mechanism, but if there is you can swap it out with another relay, and/or open it up and make sure the contacts aren't burned. check the connections on all attachment points as well.
