Is this symptomatic of an auto tranny going bad?

Despite the numerous complaints about the 3-speed 'slushbox' on this board, I love mine and find it works great with the turbo. When I'm accellerating through the gears to highway speeds, it performs so well you can barely feel it shifting. However, for city driving it's reluctant to get out of 1st until you're maintaining a speed of over 25; anything slightly under and it will either remain in 1st revving high, or will suddenly shift back into 1st when you hit the gas (even lightly) once it's in 2nd.
I've messed with the kickdown cable quite a bit (which hasn't helped) and will be flushing with type F soon (seems like I have a mix of Dextron and other stuff in there now - oops!).
So I'm wondering if this is a fluid thing or if these are signs of the tranny going south? Should I be checking anything else? It seems weird that it would perform so well on the highway and then have these hangups at lower speeds.
Thanks for any input!
