Mine wore a similar way, except it was second to third. You could force-shift it around 10-15 miles an hour earlier, or let it do its own thing and not shift until you're going 48 miles an hour in second gear, somewhere around four grand on the tach. Bye bye gasoline!
The difference in city versus highway is merely because in the city you're dealing with the lower two gears (the 1-2 shift) and on the highway you're dealing with the upper pair (the 2-3 shift). First to second on my s-box was always smooth. I don't know if that was because it was working right, or if it was because it was just slipping enough to ease out the gear change.
My transmission officially died when it stopped shifting into any gears when the box was cold. Other failure modes include laying rubber without the brakes (final drive seizure), the classic grenade practice (it went bang, now power goes in but doesn't come out), and selective loss of random gears until nothing works anymore (bands/governor/valving).
I won't put my opinion here; it sounds like you don't want to hear it.
