Turbo whistle

My garrett t3 turbo has a whistle increasing with boost, I have another spare that I have run with the same effect although this is older and was off a 9000 (it has some transverse play) where as the turbo in question is as new and was the original off this 900 and it has been professionally rebuilt. Both these appear in every way identical to each other? Another 900 I have, its T3 has no such noise, although this is not the original T3 it differs only in that the intake has the step faired away, the previous two (whistlers) I mentioned have a step in the intake rather than the smooth transition as present in the one that doesn't whistle. I guess what I'm asking is, has anyone else experienced this or does anyone have an explanation? This is not a mechanical type whine and none of these is blowing oil.
