Before you do anything with the turbo, check 2 things:
- Make sure that the downpipe is tight to the turbo discharge
- make sure that the seams on the downpipe aren't rusted through.
I had a great turbo whistle on my '88 SPG and it turned out that the downpipe wasn't tight to the turbo discharge. When I snugged it up, the whistle disappeared.
On my '89 SPG, I started to hear turbo whistle and didn't figure it out until I saw that the seams on the downpipe had rusted through. Replaced the pipe and the whistle stopped.
If those are OK, then go on to investigating the turbo itself.
