I recently ran into the same thing with my '85 900S notchback, the rack boot had been split open for a while but nothing really got in. I just bought a new boot from eEuroparts for about $8 and installed it, regreasing the inner tie rod end. You can leave the locking nut for the outer tie rod in place and stretch the boot over it as not to disurb the front end alignment. Also, be careful not to damage the outer tie rod end it you are not replacing it. A good trick to get it out without the separator tool is to hit both sides of where it goes into the steering knuckle with two hammers at the same time, this usually pops it out.
