Just realized that what the guy flattened out with a hammer might be the tiny clamping plate that adjusts and stops the outer cable housing. It fastens to the underside of radiator cross member with a small screw. Can get caved in in the middle from tightening, and not able to hold the outer cable housing, so the latch won't work right. But if he flattened it back out just last year it's not likely to have collapsed again and let cable slip its adjustment.
But if you've been pulling real hard on the latch release lever from inside, you might have skinned off the outside of the cable hose and let it pull thru that clamp.
A thing to remember is, the latch is FULLY RELEASED before you get to the end of the release lever's travel and the end of the cable. So if the hood's not popping open, pulling harder isn't going to make it open, only possibly break something.
YOU pull the lever just to the end of its travel without pulling hard, then if the hood doesn't pop up, hold it there and get a friend to pat on the hood and coax it up. Then adjust and lube things out front, and re-affix the cable sleeve to the underside of the crossmember with all slack taken up, and your hood should open easily when you want it to.
