First, adjust the calipers so the rotor spins freely when the lever is released. This may take a few tries your first time at it; I've taken more than one test drive and less than a mile later I smell brake pad smell- too tight!
Next, adjust the cables as described in the Bentley book.
If you can't get the adjusters tight enough to engage the parking brake without rubbing when released, either the caliper is getting sticky and hanging up or the rotor is warped. Be sure the two sliding pins are well lubricated with brake-suitable grease and slide freely.
Finally, if they just don't release well, it may be time for new cables.
