The I.D. of the bushing bracket is tapered; that is, it constricts down a bit right at the center. So stuffing a piece of metal in there might not work too well.
Here's what I would do if I needed a quick fix without access to a proper bushing:
Go to Home Depot and get some Liquid Nails or other silicone product that comes in a tube.
Take a propane torch and burn out the rubber bushing and bushing sleeve (smoky, but fast, and getting the bushing sleeve out from the rubber is otherwise an incredible PITA).
Clean the bracket with brake cleaner. Set up the bushing bracket on the bench in a vertical position, and center the bushing sleeve in the bracket hole. Cover the bottom end of the bracket hole (masking tape??) and fill it with silicone splooge, around the bushing sleeve. Overflow it a bit to make a "flange". Let is cure. Install.
