Winter tires

At the end of last winter, we cut a sidewall on one of our winter tires while driving through a construction site. The tires are unstudded Nokian Hakka 2's with about 5mm of tread left. Although they still work well in deep snow, ice traction has degraded.
So the best thing is probably to replace all 4 tires. We live in Ontario, Canada so studs are banned (unfortunately). Considering how infrequently we have to drive in deep snow (roads are plowed), I'm thinking of getting a tire designed not to be studded like Nokian RSI's or Michelin X-Ice vs Hakka2's or Hakka4's. Any thoughts? Is anyone running on the RSI's? any opinions on them?
Finally, any thoughts on just replacing the 1 dead hakka2? My feeling is that the variation in tread wear is probably enough to make that a bad thing. Could I get away with it to save money or is that just plain stupid?
