That is the "ignition pulse amplifier", not to be confused with the "ignition amplifier" module which is screwed to the left inner fender kinda near the cruise control pump. Saab only put that device in 1986 and 1987 C900 turbos and then realized that it served no purpose except to cause trouble. Saab issued a bulletin that advised removing the ignition pulse amplifier and replacing it with a jumper. Of course the jumper has to be plugged into the correct 2 of the 4 spade sockets. Without the jumper (or if it's plugged into the wrong spade sockets) you'll have no ignition but the engine will crank. When you lift the hood and then stand along side the drivers side fender looking down at the fuse/relay console, block "D", the jumper must be plugged into the spade sockets at 12 o'clock and 3 o'clock, with 12 o'clock being the socket closest to the PASSENGER side fender and 3 o'clock being nearest the REAR end of the car. Make sure it's a good jumper too. Good luck.
