The po probably jumped out the ignition pulse amplifier because it died. Its purpose was to relay the pulse signals coming from the electronic ignition module (which indicates the spark plugs are actually firing) to the fuel pump relay. If the plugs are firing then the fuel pump was allowed to pumped beyond the initial priming time. This way one could not continuously pump gas into the engine if it was not running (firing).
The trouble shooting of non-starter is straight forward. Would recommend dividing the search into half. The starter only has two wires going to it. One..the large positive cable directly from the battery, the 2nd is directly from the ignition switch (via the automatic transmission interlock switch if the auto is automatic). Look for voltage on the smaller wiring terminal when trying to start. If there, consider starter problem or main battery cable. If not, have to trace the wiring through the ignition switch/transmission interlock switch which is really not that bad...need the wiring diagram. A good volt meter tells all.
