The upper freeze plugs go because there is air in the cooling system. If it was left sitting low on coolant, and it doesn't have to be that low...the combination of air and water will rot metal much quicker. This goes the same for all of you cooling system up high. The drain plug housing acts as a catch all for junk in the system....just cleaned out the one on my 86 and there was 20 years of crud in there. Went to the junkyard and got a new used one off of a 92 that was clean as a whistle, installed it with a new gasket and good to go.
