This car has unfortunately been mistreated and foolishly so - - not only overheated once, probably by accident, but driven multiple times without circulating coolant since the first episode. There oughta be a law against that sort of behavior.
The missing belts drive not only the alternator but also the water pump, and that's what moves the vital cooling fluid thru the block and head and out into the radiator, then back around.
The heater valve problem and coolant on the floor are serious and they're a sign that not only was coolant not moving, it wasn't all there, and so the head went partly or entirely dry. So they and the missing belts are a lesser problem than what that overheating might have done to the head.
Why it won't start gosh knows. It could be any one of many reasons or even multiple reasons.
Sounds as if you are considering buying the car and without knowing anything more I'd probably advise not taking it on, even if it were free or almost so.
Unless say it's totally rust free, has no body damage and good looking paint, and has a clean interior, good headliner and uncracked dash, clean seats and clean carpets, and working A/C. Oh, and four new name brand tires and a near new perfect exhaust. And low miles. Oh a hammering sound system would be good too.
Then it might be worth taking a chance on the existing motor coming around - - they'll take a lot of abuse. Or finding a good used motor to put in yourself.
But to fix this, you're maybe looking at: New oil pump cover crank seal and o-ring, new water pump, new alternator mount and adjuster arm bushings, new alternator-water pump belts, new power steering belt for the heck of it and new A/C belt as well, new heater control valve, maybe a new heater core, a head gasket and head cleanup by a machine shop, or maybe a new-to-you head, plus much more that typically could need to be done about the same time - - A-frame rust comes to mind if you're in a rust area of the US.
Keep checking ads such as shoppers and Craig's List in your area - - these cars come up from private owners fairly often, some cherry well-loved and maintained cars at not bad asking prices, plus they'll negotiate lower.
