...only way. Loosen all th screws, pull it off, then re-slide it onto the bracket, then replace the screws.
Another method I have used is to remove the screws, remove the bracket, and replace the screws holding the bracket with big nylon bolts with large nylon rabbit eared wingnuts. Slide the bracket onto the molding after inserting the nylon bolts, shim the bolts so they won't spin, replace the panel, and use the wingnuts to fasten it all down. You need to reach up into the cramped fender area to tighten the 2 wingnuts.
