Just wanted to mention how are your belts' tension and condition (any glazing or oil)?
The batt 13.8V...that is with the alt light off (after revving)? What do you read with alt light flickering?
A parts shoppe (chain and other) or garage should be able to test your charging system for free, including amperage output at given RPMs, VDC, diode pack, load test battery, etc.
Alt ground wire to block is good... how about batt ground wire to block (and body)?
Voltage drop and resistance tests between the key circuit points?
Semi-lost your highbeams...any other electrical gremlins?
