Ryan: Old license plates make an excellent source of small scraps of sheet metal, whether your state uses aluminum like mine or steel as some at least used to. Batter it flat with a hammer and block of wood, trim with Wiss tinsnips (my brand preference) and drill a hole with any power drill or even punch one with a nail or steel rod after setting the tin over a nut. Make the holes first, then trim the piece to fit in place. Of course you'd still need a drill to get the hole in the plastic.
That's a pop rivet in Turbocon's picture; you could buy a riveter kit, or use nuts and short bolts.
