I think that I paid $140 for mine that is much smaller than the original. I've seen them as low as $60 brand spankin' new.
No reason not to future proof the car now while you are putting it together. If you ever want to sell it, if you move somewhere that does testing, or if your area develops an air quality problem, you will want to have it.
The rule as I understand it is that the car's year doesn't matter - it's the year of the engine. So if you put a '90 model engine in a '72 model car, the car is required to meet 1990 requirements.
