but there have been cases where the heater core itself is clogged.

I'd bet the valve is shot and needs to be replaced.

Get a genuine saab OEM valve, not necessarily from a dealer. Get the plastic valve...there may be metal ones sitting around somewhere and I've had nothing but trouble from them.

Once you get the old valve out you can check for heater core blockage...blow air through the core and see if coolant comes out the other hole easily...messy so be prepared and soak up the coolant before it gets in your carpet...use a plastic sheet/dropcloth and lots of towels.
It's a lot of trouble to remove the heater core and flow test it.

Replacing the heater core is maybe a two hour job if you've done it before, maybe four the first time. You need to remove the center console and knee bolster and heater duct and use a hex wrench to remove the four socket head capscrews that hold the heater valve to the heater core. There's a couple of new O-rings that come with the new valve...make sure the old one's are off and hold the new ones in place with a tack gasket adhesive. I like the ball-end hex wrenches that allow a certain amount of angle to the wrench. I also used a cordless driver to rip the old ones out easily, but make sure to hand thread the new ones in there.
