There is a Cailf process to legalize a conversion. See my previous posts from about 3 years ago. Justin v A. has also had some posts on this. The smog tech isn't supposed to judge whether or not all the turbo smog stuff is there. He's going out on a limb for you if he does.He just looks at the fender label and measures what comes out of the tail pipe. To get it CA legal you are supposed to go through the local referee.That should be relatively simple if the wiring harness,ECU etc has all been switched. The problem with the referee is they use some inadequate reference manual to evaluate your car.I had to copy pages of the factory shop manual and write a several page report to get mine thru the referee. The simplest way to get smogged is to get the correct turbo vacuum label diagram for the left inner fender and take it to a shop that will do a pre-test before you do the actual smog test.
