I would be curious to see why the head did not set down with the locators in place. The head should have dropped on over the locators without having to be torqued down.
What is the compression of the cylinders? Are they even across all the cylinders?
You could also pressurize the expansion tank to see if it is a much simpler leak as RayF suggested. I would be looking at every option before removing the head. You want to replace the gasket as it should have been crushed by the 90 degree final torque procedure. That is unless the locators have interfered with that final torque and prevented the head from crushing the gasket!
