Again relating to load, Full Throttle/Short Shifting is the way to achieve maximum fuel economy in stop and go driving. Especially with the 16V motor you have, which does better at high RPMs than an older 8V.
At any rate, a true 18 MPG is not that bad in an Urban setting. Numbers my 9000 Turbo could only dream of with its Aero Motor. My 8v '84 900 Sedan probably does a bit better, but I always full throttle/short shift it.
