If the state does not actually "pipe" the exhaust a hollow one will pass visual inspection.
Hollowing is somewhat an art, there is a way of doing it, and if you do, make sure you remove EVERYTHING.
Wifes old 900t was getting 30-34mpg with hollow, and 28-30 with cat.
My old 900s got 35-37mpg, dont have a baseline I removed it right when I got it.
New 9000t 2.3 gets 28mpg up from 26mpg first 10k in it.
Also a common performance problem on turbo's
1. Distributor diaphram non functional, tested by removing vac hose on distributor and with your mouth sucking air in hose from distributor and seeing if it holds the vacume you produce.
2. Old sparkplugs might not foul out but might not burn as well.
3. Base boost.
4. Bypass valve ripped.
