I had the same problem on my '92 S (16 valve non-turbo).
Curing all the vacuum leaks made it better.
A new oxygen sensor made it a little better. The hunting and stumbling at low-rev got noticeably smoother.
A new fuel pressure regulator made it a little better. These units have a service life of 120-150k and can kill the car when they fail, so I replace mine regularly (meaning every 120k).
Make sure the one-way valve in the vacuum hose between the intake manifold and the interior is hooked up the right way (arrow pointing toward the manifold) and is not leaking. This hose runs from the intake, along the rear of the engine bay, then down to pass through the firewall below the AC evaporator, if so-equipped.
Spray the idle speed valve with penetrating oil if that is hanging up, and clean the throttle valve with a suitable solvent if it has been over a year.
After that, I'm open to suggestions. The cruise system and charcoal canister can occasionally develop vacuum leaks, but mine are sealed. I hear a vacuum leak-like sound from the lower side of the throttle body, but can't for the life of me explain it. The unused fitting is capped, the gasket is new, and I replaced the throttle position switch recently. Am I hearing something else? Air rushing around the flywheel?
