Use the ball-end to get them all started and then torque on the ones you can reach with the standard key. I'm talking reasonable torque here. Remember the metal screw and nut restrains a plastic valve.
As for the foam, just find something packaged in open-cell foam (I'm not talking house insulation, more like the super-squishy stuff) and cut it to shape. The foam sits inside of the rubber grommet that is inserted in the firewall.
