Actually, you're lucky. You don't have a bypass valve. If you did, it probably would have fractured or started leaking internally by now. That's the reason my convertible has no heat right now even though the engine is warm and the heater valve is fine. They were phased in midway through the 1991 model year.
The skinny little hose to the throttle body is a preheater for the intake air. There's a coolant chamber in there, and as soon as the coolant heats up, so does your incoming air supply to get the engine to heat up quicker.
If you do not have a bypass valve and you have no heat (valve working, coolant level fine) your thermostat is probably stuck open. Get a new one and change it while you have the coolant drained out. For the 2.1 I recommend the 82 degree thermostat instead of the 89 degree one. Its part number is 8817538.
While you're in there, since your car was wired to turn only one cooling fan on when it heats up, I recommend changing the thermoswitch in the upper left hand corner of the radiator. That's the switch that turns your radiator fans on. You can get a low-temp version of one of those that will not wait until your temperature gauge is sky-high to turn the fan on in the summer. I've also found that these fail with age, eventually not turning on the fan fast enough and your car starts overheating. With the coolant already drained, these are both cheap insurance things to take care of.
