Mine did using the on/off switch on the center console, but I don't know if the convertible alarm for 1991 was the same as my 1992 system. Actually, it looks like it is different because for 1991 the central locking system and its control unit are not shown on the wiring diagram. I bet it's a passive-arming system, but it would be best to consult your friendly owner's manual for that information.
I also think there are some big differences between the 9000 system described on that link and the 900 convertible system that I have. In particular, my control unit only has two internal switches, and I can't tell what they do. I really wish I could switch off the chirp when the system arms, but I can't. I think one of the switches is 10 versus 25 second passive delay, but my tests showed otherwise.
Sometimes my central locking will blow a fuse; be sure the one for that system is intact. It's likely that the CL is why your alarm does not work.
The following things have to be working in order to arm your alarm:
Dome light switch
Interior light delay relay (fifteen seconds after you close the door)
Hood switch for alarm (right front corner near turn signal)
Glass breakage sensor (under passenger seat)
Luggage compartment light and switch
LED in front speaker grille
Fuses 4 and 5 under rear seat
Seat belt chime relay
Door switches
The 5 amp fuse inline (in the wiring harness) just outside the alarm control unit- this was what killed my alarm.
Remote batteries
