In cold weather, the ujoint between the end of the steering column and the rack spindle often stiffens and will restrict movement. Often lumpy.
Usually easy to fix. Get a hair dryer. Open driver's door and kneel on the ground. Reach under dash and pull up the boot at the floor board where the column ggoes through the firewall. Peel it back and heat up the ujoint with the drier, while a helper turns the wheel from lock to lock. You can also give the joint a shot of penetrant.
The A student will remove the ujoint and dunk it in a bath of bath of thick oil and heat it in the oven to relube the bearings. IMHO overkill.
Also, check the thick hose connected to the bottom of the P/S pump. It gets hot, hard as a rock and leaks. If lucky, you can add another hose clamp and stop the leak. If leak is at the rack spindle, you should put in a new rack when the weather gets warm.
