2 year old O2 sensor should be ok if it hasn't seen some harsh enviroment, but it is not enough to just look for a fluctuating signal but also that it fluctuates fast enough.
A lazy (but still fluctuating) O2 sensor can easily fail a car here in CA due to that it makes the catalytic converter not perform to full capacity.
