You could definitely be right about the CT test. I took a glance from the waiting area every once in a while but for the most part was not paying close attention. The DMV web site gives this rather vague description:
"In Connecticut there are several unique tests that can be used for your vehicle based on make and model year, fuel type or the presence of all-wheel drive. Your Test Inspector will be trained in knowing which test to use for your vehicle."
I am almost positive they put my car on a dyno and ran it up to a certain speed for a short time. The tests *have* changed here; a few years ago, the process was deregulated so you now go to a local garage to have the test done. It was a messy switchover from state to independent testers but things seem to have smoothed out a bit.
I hear you on finding a Saab friendly shop though... it's not such a concern on my '91, but I used to have an '86 900 with the old brake style. I reminded them many, many times that although the car was front wheel drive, DON'T engage the parking break when the car is on the dyno :-)
